Declan’s responsibilities on the $450 million Cranbourne Line Upgrade include all Civil Works on the rail duplication project. The civil scope comprised of piling, track formation, temporary and permanent CSR installation, drainage, and access track construction under a tight Rail Occupation program.
Responsibilities include:

> Manage team of up to 10 engineers to successfully deliver works.
> Oversee construction and provide technical support to supervisors, project, and site engineers.
> Programme development and management, including Rail Occupation planning.
> Monthly forecast reporting.

Client: Transurban Melbourne, VIC
Working on the $6.7 Billion Westgate Tunnel Project, Declan was responsible for the construction of a new ramp connecting the elevated road to the Port of Melbourne. The scope included delivery of precast driven and bored piles,FRP pile caps and precast columns. He was also responsible for the planning of the steel girder superstructure and widening of the existing Footscray Road bridge. The key challenges were working over the existing live railway and interface with major utilities.

Within the pre-contracts team, Declan worked on tenders ranging from $300 million to $1+ Billion. Managing a small team, his main responsibilities included the development of civil and pavement construction methodologies, traffic and construction staging, sub-contractor pricing, planning, and assisting the estimators with the budget for below tenders:

Client: Department of Planning, Transport, and Infrastructure (DPTI) Adelaide, SA
The $896 T2T project upgraded a key arterial road in Adelaide with the construction of a 3km lowered express motorway. Declan was responsible for all Southern civil works including drainage, pavement, ITS and finishing works. He went on to manage the project-wide $25 million asphalt contract, including profile and replace of full depth pavement of the existing South Road while maintaining traffic flow during peak hours. Works were undertaken over numerous weekend road occupations requiring detailed planning resulting in no overruns. Key challenges included working around critical utilities, including 275kV underground service, and construction staging around major intersections.

The $1 Billion Gateway WA project incorporates major road and bridge improvements to the network around Perth International Airport. Declan was responsible for drainage and pavement in proximity to the operational airport, finishing works within the North zone including safety barriers, kerbing, road furniture and hard landscaping.

The $842 Million Urban Superway project included construction of 2.8km of elevated roadway, upgrade to existing surface road and upgrades to major intersections. As a Site Engineer, Declan worked in the civil teams delivering roadworks whilst maintaining traffic during peak hours. Declan was also involved in the structures pier FRP construction, temporary works to support superstructure segments and the closeout of the Northern Interchange structures finishing works.
