Josh brings over 10 years of experience in major transport infrastructure projects, with a significant focus on over 20 Level Crossing Removal Projects and marquee bridge projects such as the EJ Whitten Bridge widening. He has also been involved in various road construction initiatives.
Since May 2021, Josh has served as the Alliance Deputy Development Manager for the Metropolitan Road Program Alliance (MRPA). In this Project Management role, he has overseen multiple tender submissions for Level Crossing Removal Projects as part of Victoria’s Big Build. Josh effectively manages a team of up to 30 professionals, coordinates internal and external subject matter experts (SMEs) and design consultants, and provides crucial constructability and program advice.
In 2021, Josh founded Eminent Civil Pty Ltd., an engineering service provider offering comprehensive support for civil infrastructure projects throughout their entire lifecycle, from pre-contracts to successful construction completion.

KEY PROJECTS AND ROLES
1. Project Manager / Alliance Deputy Development Manager, Fulton Hogan (MRPA)
Led the development of solutions for Level Crossing Removal Projects as part of Metropolitan Roads Program Alliance (MRPA),
overseeing projects from feasibility to tender submission. Key responsibilities include:
• Managing a team of up to 30 people through the development process for Target Outturn Cost (TOC) submission.
• Engaging and negotiating with multiple SMEs and stakeholders to drive efficient and compliant solutions.
• Presenting complex solutions and recommendations to clients and executive leadership teams for endorsement.
• Budget submission, cost management and collation of tenders.
• Coordinating the management of planning approvals(state and federal), including MTPFA, land acquisition, CHMP, EPBC, and works licenses with stakeholders such as MTM, ARTC, Melbourne Water and local councils.
• Managing tenders of combined value over $800m for MRPA’s program of works: Camms Rd (Cranbourne), Brunt Rd (Beaconsfield), Calder Park Dr (Calder Park), Holden Rd (Calder Park), Station St (Officer), Station St (Beaconsfield), Progress St (Dandenong South), Ferris Rd (Melton South), Hopkins Rd (Truganina), Akuna Rd (Newport) and Maidstone St (Altona).
2. Cardinia Road Level Crossing Removal (Value $80m) | Senior Project Engineer, Fulton Hogan (MRPA)
Structures Manager for the construction of the road-over-rail bridge and associated structural/civil elements. Responsibilities include:
• Coordinating and reporting financials for scopes exceeding $20m.
• Supervising and mentoring 7 direct reports.
• Managing rail and road closure occupations to facilitate high-risk, 24/7 works.
• Providing construction feasibility and design input during project development and construction phases.
• Procurement and management of subcontractors.
• Liaising, reporting, and coordinating with key stakeholders across various disciplines and public interfaces.
• Implementing and adhering to SQE procedures.
3. M80 Ring Road Upgrade – EJ Whitten Bridge (Value $144m) | Project Engineer, Fulton Hogan
Structures Engineer for the widening of the EJ Whitten Bridge. Responsibilities included:
• Tendering, procurement, and management of large scopes including form/reo/pour, piling, steel fabrication, precast concrete elements, steel reinforcement and concrete supply.
• Coordinating high-risk works, inclusive of temporary structures and large crane lifts (including dual crane lifts).
• Supervising multiple engineers.
• Forecasting and managing costs.
• Liaising with the client and stakeholders.
