Upon completion of Keeping Ballarat Moving with Seymour Whyte as Project Director, the owner of Chief Group who were the main civil contractor on the project, approached myself to assist them in a business improvement capacity. In the role of Operations Manager, I was responsible for improving the way Chief Group delivered works, reviewed their delivery and reporting systems, mentored junior engineers, identified market opportunities/bid management and also reviewed and improved their processes and procedures.

Keeping Ballarat Moving | Seymour Whyte - Nov 2021 to Aug 2022

Project Director for the $35m Midland Hwy duplication and intersection upgrades. Keith led the project after TOC award and was responsible for determining project delivery strategy, design development and delivery on a fast-tracked project that was awarded in December 2021 and commenced construction in January 2022. Keith led a project team of 50 from the onset and was responsible for all elements of the project, including staging, project schedule, budget and forecasting, quality assurance, community relations, safety and developing strategies to achieve the projects KRA’s.

Regional Rail Revival

Senior Project Manager | RPV | Waurn Ponds Duplication

Managed projects in development which include the Warrnambool Line Upgrade and Geelong Line Upgrades stage 2 & 3. Both projects required extensive stakeholder engagement, negotiations with State and Federal governments and agreement on project requirements with V Line.

Warrnambool Line Upgrade - $260m
The Warrnambool Line Upgrade consisted of rail and signalling upgrades to level crossing and end of line stabling required to deploy VLocity rolling stock on the line.

Geelong Line Upgrade Stages 2 & 3 - $2b
The Geelong Line Upgrade is a staged improvement approach duplicating the existing single-track line between Geelong and Waurn Ponds. Stage 2 involves two station upgrades, 3 grades separations, viaduct structure through the Barwon River floodplain and signalling upgrades between Waurn Ponds & South Geelong. Stage 3 requires track and existing structures duplication with signal upgrades but also the construction of 1km of twin tunnels between Geelong and South Geelong Stations. The project was identified by the Federal Government to commence development works in 2023. DoT requested that RPV review a previous business case that was undertaken in 2018 to demonstrate the project was in a position to be brought forward to today. We were successful in our negotiations of bringing forward the funding for Stage 2 and this project has been awarded and is currently in construction.

Delivery Manager | Princess to Western M80 Upgrade (VicRoads)

Delivery Type: D&C, Approximate Value: $750 m

The Princess to Western M80 upgrade was a highway widening project constructed under a live traffic environment to increase lane capacity in each direction on one of Melbourne’s most connected highways. This included the widening and strengthening of existing bridges and barriers, drainage and pavements widening, including extensive retaining walls and integration of an ITS system into the existing network.

During the tender, I was the Delivery Manager responsible for all direct reports and functional team reports including managing a large design team. Negotiations of this project to award were complex due to the WGT & OSAR interface at the Princess Hwy interchange and also due to Lend Lease withdrawing once nominated as 1 of 2 proponents. We successfully addressed the clients concerns and mobilised to site after undertaking the tender and design packages. After award and upon mobilisation VicRoads cancelled the contract due to insufficient funding and ongoing interface concerns.

  • Executed contract award for P2W M80 addressing significant project and client challenges
  • Managed and led large design and project team from conception to mobilisation
  • Worked collaboratively with client to renegotiate previous interface agreement to minimise their exposure with WGT & OSAR

Senior Project Manager | North East Grade Separation Project (LXRP)

Project Details: Delivery Type: Alliance, Approximate Value: $350 m

The North East Program Alliance consisted of two grade separations at Lower Plenty Road, Rosanna (inclusive of station rebuild) and Grange Road, Alphington whilst also duplicating single track between Heidelberg and Rosanna stations.

The project was split into the 3 areas mentioned above with a dedicated project team at each site.

During the ToC phase, I was responsible for 2 out of the 3 locations with a combined responsibility of $260m. Upon finalizing negotiations for contract award, I led both areas through project mobilisation, to then focused on the delivery of the Lower Plenty Road Grade Separation and Rosanna Station build.

  • Led Toc for Rosanna and Heidelberg sections of Alliance ($260m)
  • Member of the AMT and reported to the ALT
  • Generated project budgets and R&O positions (including finalisation with client) for both above sections.
  • Managed design process including driving optioneering workshops to determine construction solutions at above locations
  • Drove a fully precast, post tensioned rail over solution maximising modular station construction to minimise occupation durations
  • Drove a mined tunnel solution (adjacent to existing brick tunnel) at Darebin Road which minimized critical service relocations and met project critical program

The CityLink Tulla Widening (CTW) Project added additional lanes, boosting capacity by up to 30%. The project delivered the works between Bulla Road and Power Street and was completed in 2018. I was predominately responsible for managing the section of the project between the Flemington/Mt Alexander Road Intersection through to Brunswick Road Interchange.

The majority of the works were undertaken in a very challenging environment within the concrete viaduct of the Moonee Ponds Creek and catchment areas during winter which were subject to regular flooding and also at night and weekends during regular shut downs to minimise disruption to the travelling public.

  • Developed more efficient construction methodologies that addressed resource and budgetary constraints.
  • Encouraged better communication and execution of planning between engineers and supervisors implementing robust planning and reporting processes

During my time at VicRoads Metro Western Projects & M80 Projects I was responsible for reworking and refreshing multiple business cases focusing on ensuring the full scope was captured, creating cost estimates, detailed programming and generation of project specifications. I was also responsible for the detailed construction and cost plans for the three remaining M80 sections (Princess to Western, Sydney to Edgars and Plenty to Greensborough) and constructibility and estimate reviews on O’Herns Road, Doherty’s Road & Plenty Road.   • Provided technical advice on the constructibility whilst minimising exposure to time/cost risks.
  • Worked closely with the scheduling/estimating departments to ensure adequate risk allowance was captured.

Considered a critical component of Melbourne’s rail network, the Regional Rail Link separated regional trains from metropolitan trains for the first-time giving Geelong, Bendigo and Ballarat trains their own dedicated tracks - increasing capacity and reliability. The Footscray to Deer Park Alliance involved seven organizations, multiple complex stakeholders and constant ministerial involvement. The project delivered: 7.5 km of new regional track and associated new rail bridges; two road / rail grade separations at level crossings; one new station, and three station upgrades together with construction of train control systems for the metropolitan lines and improvements to level crossings. The Alliance achieved all Project milestones.

  • Responsible for the 1B Section (Downside of Footscray Station to Downside of West Footscray Station).
  • Managed all alignment widening works (retaining wall structures), prioritizing services relocations, track formation & drainage.
  • Managed Over Head Structures, Combined Services Route/Signalling Interface, Local Road & Bridge Upgrades as well as the coordination and planning of all major and minor rail occupation works within this zone.

This project was constructed in some of the worst ground/weather conditions encountered across allAlliances and was compounded by the restrictions of working within Energex’s O/H HVEasement for the majority of the job. The pipeline had numerous dam/river crossings, steep terrain, bridge crossings, bored crossings, and works within the road in suburban areas.Prior to transitioning to the NPI, I was involved in establishing the Western Pipeline Alliance.This Project was the Western arm of the South East Queensland water grid, which forms a network with other Alliances to distribute water across the region, linking up existing dams and water infrastructure.

The Sydney Light Rail Project was a $1.6 billion+ PPP with Balfour Beatty and McConnell Dowell as DD Joint Venture Partners. Both parties were equity participants at the consortium level; as a constructor within an integrated Design and Delivery Joint Venture.

  • Provided technical advice on the constructibility whilst minimising exposure to time/cost risks.
  • Worked closely with the scheduling/estimating departments to ensure adequate risk allowance was captured.
  • Formulated strategies which make certain aspects of the tender conditional lowering the risk profile to the JV partners.
  • Managed the Design JV partners to ensure that best for consortium outcomes were achieved while also adhering to Project Deed.
  • Provided confidence around construction timeframes which also lowered the JV’s risk to extremely high penalty fees within the numerous fee zones proposed across the Project.

Considered a critical component of Melbourne’s rail network, the Regional Rail Link separated regional trains from metropolitan trains for the first-time giving Geelong, Bendigo and Ballarat trains their own dedicated tracks - increasing capacity and reliability. The Footscray to Deer Park Alliance involved seven organizations, multiple complex stakeholders and constant ministerial involvement. The project delivered: 7.5 km of new regional track and associated new rail bridges; two road / rail grade separations at level crossings; one new station, and three station upgrades together with construction of train control systems for the metropolitan lines and improvements to level crossings. The Alliance achieved all Project milestones.

  • Responsible for the 1B Section (Downside of Footscray Station to Downside of West Footscray Station).
  • Managed all alignment widening works (retaining wall structures), prioritizing services relocations, track formation & drainage.
  • Managed Over Head Structures, Combined Services Route/Signalling Interface, Local Road & Bridge Upgrades as well as the coordination and planning of all major and minor rail occupation works within this zone.
  • Managed interfaces and led all large occupation planning with adjacent zones to ensure works were complete to schedule and utilisation of occupations was
    maximised

Civil Seaford Rail Extension - Department of Transport Energy & Infrastructure D&C

The project provided a 5.7km extension of the dual track rail line from Noarlunga to Seaford, including: stations, Park & Ride facilities at Seaford Meadows and Seaford; a bus interchange at Seaford; a 1.2km elevated rail bridge over Onkaparinga Valley & a rail bridge over Old Honeypot Drive; and road bridges over the track at Goldsmith Drive, Seaford Road & Lynton Terrace.

  • Full budget, R&O responsibility and controlled resource to undertake the bulk earthworks drainage, extensive earth retaining structures, local roads and bridges, car park and lime stabilised fill operations.
  • Regularly met with various stakeholders, council and utility companies to keep them apprised of progress and to plan further works.
  • Worked closely with designers to provide constructibility advice and value-manage the design for an improved outcome.
  • Ensured conformance with DTEI requirements & developed greater project awareness of the local stakeholders such as council & utility providers.

The Northern Pipeline Interconnector (NPI) was the first stage, northern arm of the South EastQueensland water grid (47km) extending from Morayfield to the Mooloolah Valley. This project was constructed in some of the worst ground/weather conditions encountered across allAlliances and was compounded by the restrictions of working within Energex’s O/H HVEasement for the majority of the job. The pipeline had numerous dam/river crossings, steep terrain, bridge crossings, bored crossings, and works within the road in suburban areas.Prior to transitioning to the NPI, I was involved in establishing the Western Pipeline Alliance.This Project was the Western arm of the South East Queensland water grid, which forms a network with other Alliances to distribute water across the region, linking up existing dams and water infrastructure.
