Key advisor and methodology developer for North Melbourne Station & decline, Ardeer Flyover, Richmond decline and South Yarra Flyover. Methodologies developed were solely relied upon to inform rail, road and tram closures required for early planning, stakeholder engagement and land acquisition. Complex long span beam lifts in confined spaces and vertical track lowering in various spoils were unpacked and documented in this process.

NORTH EAST LINK PROJECT | LEAD CONSTRUCTABILITY ADVISOR (NORTH, SOUTH, EAST & WEST)

NORTH EAST LINK AUTHORITY

A long term and ongoing assignment where Lucas were the senior and key constructability advisor to NELP. As the lead in small but high output team he was responsible for dissecting the design to develop a strategy to construct and assess against the clients’ objectives, namely commercial aspects such as completion dates and determine consequences with counter solutions and improvements. Essentially each entire package was staged and programmed with advice to the client for items such as occupation timing and scope, alternate design innovations, productivity, quantum of staging, stakeholder impacts, industry resourcing etc. to inform the client of next steps such as design focus, procurement strategy, planning approvals, stakeholder engagements and package interfaces etc. Also, part of the contactor bid assessment team for constructability.

SOUTHERN PROGRAM ALLIANCE (SPA) LXRP EDITHVALE, CHELSEA, BONBEACH | UTILITIES MANAGER

ACCIONNA/LEND LEASE ENG. JV

Secondment role to the Acciona/Lend Lease Alliance, undertook the management of key power and telecommunications utility relocations for rail under level crossing removal. Authorities included United Energy, Telstra, Optus, NBN, South East Water and Multinet Gas from design conceptualisation, staging planning, development of offers through to delivery and cutover for the whole of the Additional Works Package 2 Attending to the complexities and alignment of the rail corridor requirements through permits and outages to eclipse with alike Utility permit and cutover requirements and optimising rail under-bore crossings and innovatively staged track crossing for before and after main cut excavation. Prior expertise in bridge methodology utilised to integrate staged crossings into future bridges.

RAIL INFRASTRUCTURE ALLIANCE | CIVIL ENGINEERING MANAGER

JOHN HOLLAND/CPB JV

A secondment role and integral part of the successful RIA development and delivery phase, emphasising structures and bridge

disciplines managing the engineering and design of the project to integrate into occupation planning and temporary works on

the eastern portal at South Yarra. The assortment of open trench, cut and cover and a large steel span bridge ensured complex

technical issues to be resolves and management of standard waivers.

SUBURBAN ROADS UPGRADE PROJECT | ENGINEERING METHODOLOGY

MRPV (INFORMING TREASURY)

Provided constructability insight and risk assessment to service cost estimating input to the nominated quantity surveyors for the MRPV Suburban Roads Upgrade Project, which was fast-tracked for then 14 significant road duplications and upgrades across the northern south-eastern suburbs. Areas of focus included quantum and productivity rates for reactive clays and rock, risk assessment, temporary works, utility relocations, bridge methodology and program. The final outcome of these areas led to the client submitting to Treasury for additional budget which led to a reduction to 12 projects. Was invited back to assess the 2 bidders at tender submission stage. The submission largely correlated with earlier predictions in budget development and methods.

Engaged on a contract basis to develop and finalise constructability, design, temporary design and construction and occupation methodology to form the core of how the project performs. He relies on experience and first principles to develop elaborate rail staging and temporary works using known industry productivity, costs and engineering solutions. For example, he was a key to creating a heavy transport and jacking system (rather than dual lift cranes) for a 240T beam, reducing rail occupation time, increasing safety, reducing risk, and saving substantial cost. Completed the Frankston Station Rebuild Project over a six-week shutdown period as CM.

Managed level crossing removals as part of the North East Program Alliance. A key focus was to manage the bridges and services works. Initially reporting to the bridges, roads and services (BRS) manager and later to the construction manager directly. Tasks included managing the bridges and services engineers (the latter comprising of liaison with ALL utility authorities) then as a senior representative upon the night shift for the occupation.

After working in HV transmission was appointed to project manage a sand filter project in the water treatment industry drawing on a civil engineering background and recent primary and secondary electrical experience in HV transmission. This led to management of a multi-disciplined engineering team more weighed towards process/mechanical.

  • Eastern Treatment Plant – Mechanical Assets Project Lead – hot water boiler replacement, chlorine storage upgrade, flood water pumps, waste gas boilers, digestor upgrade and various remote water treatment dosing projects;

Commenced with UGL to manage their civil scope of HV Transmission sub-station projects both greenfield and brownfields. Then progressed into site management of the entire sub-station scope including primary and secondary electrical.

  • Oversaw the development of jet-grouting delivery methodologies around technical, operational and spatial constraints for Cross Passage Construction for Eastern Tunnels.
  • Played a major role in the development of the TBM Annulus Grout Mix Design and optimised for pricing.
  • Provided guidance, direction through interaction with multiple Stakeholder Groups as well as provided input into the Project Design which included Technical, Road Authority, Tram Authority and the Community.

A long term and ongoing assignment where Lucas were the senior and key constructability advisor to NELP. Authorities included United Energy, Telstra, Optus, NBN, South East Water and Multinet Gas from design conceptualisation, staging planning, development of offers through to delivery and cutover for the whole of the Additional Works Package 2 Attending to the complexities and alignment of the rail corridor requirements through permits and outages to eclipse with alike Utility permit and cutover requirements and optimising rail under-bore crossings and innovatively staged track crossing for before and after main cut excavation. Prior expertise in bridge methodology utilised to integrate staged crossings into future bridges.

SUBURBAN ROADS UPGRADE PROJECT | ENGINEERING METHODOLOGY

MRPV (INFORMING TREASURY)

Provided constructability insight and risk assessment to service cost estimating input to the nominated quantity surveyors for the MRPV Suburban Roads Upgrade Project, which was fast-tracked for then 14 significant road duplications and upgrades across the northern south-eastern suburbs. Areas of focus included quantum and productivity rates for reactive clays and rock, risk assessment, temporary works, utility relocations, bridge methodology and program. The final outcome of these areas led to the client submitting to Treasury for additional budget which led to a reduction to 12 projects. Was invited back to assess the 2 bidders at tender submission stage. The submission largely correlated with earlier predictions in budget development and methods.

Engaged on a contract basis to develop and finalise constructability, design, temporary design and construction and occupation methodology to form the core of how the project performs. He relies on experience and first principles to develop elaborate rail staging and temporary works using known industry productivity, costs and engineering solutions. For example, he was a key to creating a heavy transport and jacking system (rather than dual lift cranes) for a 240T beam, reducing rail occupation time, increasing safety, reducing risk, and saving substantial cost.
