The program involved delivering highly intrusive capital upgrades to critical mechanical, electrical, and HVAC systems within some of RMIT’s most sensitive and high-specification operational environments. This included the careful shutdown and decanting of specialized facilities such as advanced micro- and nano-research labs with strictly controlled climate conditions, the complex B7 Level 4 laboratory, controversial animal testing and breeding facilities housing lab rats, and a secure storage area for radioactive materials. Managing these upgrades required meticulous planning, rigorous stakeholder coordination, and clear communication to safely navigate shutdowns and power isolations while ensuring the protection of hazardous materials and maintaining operational continuity across the live teaching and research campus.

The program focused on transforming RMIT’s campuses through comprehensive HV and system upgrades to dramatically improve energy efficiency and environmental performance.

Joining during the program’s highly complex delivery phase, Patrick expertly managed 32 distinct works packages while navigating critical and sensitive interfaces, including the construction of RMIT’s New Academic Street (NAS) redevelopment and the Melbourne Metro Rail Authority tunnelling works. (which led to his appointment as the Metro Tunnell Interface Manager)

This transformative program encompassed:

  • Major electrical infrastructure upgrades, including the installation of a cogeneration plant, a high-voltage ring main, and the intrusive replacement of 25,000 light fittings with energy-efficient LEDs
  • Full replacement of HVAC systems, upgrading to energy-saving fan coil units across campus buildings

As part of the Victorian Government’s Level Crossing Removal Project, Patrick was appointed Project Manager to lead the trial deployment of the TRAX digital commissioning system during the Pakenham rail occupation a live, high-risk environment involving complex signalling, asset renewals, and strict delivery windows.

While the TRAX platform represented a significant shift from traditional hand written signalling and commissioning records to real-time, mobile-enabled digital tracking, this was not a tech rollout it was a stakeholder interface, alignment, and behavioural change exercise.

A self-proclaimed non-tech enthusiast, Patrick was nonetheless tasked with managing the complex initiative not for his technical or coding skills, but because of his proven ability to align diverse, often siloed stakeholders and drive consensus under pressure. This assignment required. bridging the gap between operational field teams, digital system developers, and a wide spectrum of transport authorities and delivery partners, including:

  • LXRP (Level Crossing Removal Project
  • MTIA (Major Transport Delivery Authority)

Patrick was engaged as the client-facing Project Manager and Interface Lead for this high-priority advisory assignment, supporting Sydney Water’s planning and decision-making for the future cross-city wastewater transfer between Liverpool and Malabar one of the largest and most complex infrastructure proposals in Sydney Water’s pipeline.

The engagement focused on very technical disciplines such as constructability analysis, first-principles cost estimation, and schedule alignment to assess the feasibility of multiple construction methodologies. Patrick led the delivery team and was the key conduit between technical specialists and Sydney Water’s senior leadership, including direct engagement with the Project Director, program sponsors, and business case owners.

What set Patrick apart on this assignment was his facilitation of critical stakeholder alignment across a complex, high-stakes regulatory and operational environment. He led the constructability options assessment for solution. As a core component of the project, Patrick led a multi-agency stakeholder workshops, bringing together:

Program Lead – RMIT Asset Lifecycle Renewals Program

Patrick played a critical role in delivering RMIT’s Asset Lifecycle Replacement (ALCR)Program an essential capital renewal initiative targeting critical infrastructure upgrades across the University’s City, Brunswick, and Bundoora campuses.

The program involved delivering highly intrusive capital upgrades to critical mechanical, electrical, and HVAC systems within some of RMIT’s most sensitive and high-specification operational environments. This included the careful shutdown and decanting of specialized facilities such as advanced micro- and nano-research labs with strictly controlled climate conditions, the complex B7 Level 4 laboratory, controversial animal testing and breeding facilities housing lab rats, and a secure storage area for radioactive materials. Managing these upgrades required meticulous planning, rigorous stakeholder coordination, and clear communication to safely navigate shutdowns and power isolations while ensuring the protection of hazardous materials and maintaining operational continuity across the live teaching and research campus.

As the Program Lead for multiple major works packages, Patrick led the end-to-end delivery of complex upgrade projects balancing construction risk, safety compliance, and program certainty, while ensuring alignment across diverse stakeholder groups.

Patrick played a critical leadership role in delivering the Sustainable Urban Precincts Program (SUPP) at RMIT delivered under an Energy Performance Contract (EPC), this $120M initiative stands as the largest sustainability retrofit program of its kind in the Southern Hemisphere. The program focused on transforming RMIT’s campuses through comprehensive HV and system upgrades to dramatically improve energy efficiency and environmental performance.

Joining during the program’s highly complex delivery phase, Patrick expertly managed 32 distinct works packages while navigating critical and sensitive interfaces, including the construction of RMIT’s New Academic Street (NAS) redevelopment and the Melbourne Metro Rail Authority tunnelling works. (which led to his appointment as the Metro Tunnell Interface Manager)

This transformative program encompassed:

  • Major electrical infrastructure upgrades, including the installation of a cogeneration plant, a high-voltage ring main, and the intrusive replacement of 25,000 light fittings with energy-efficient LEDs
  • Full replacement of HVAC systems, upgrading to energy-saving fan coil units across campus buildings
  • Comprehensive Building Management System (BMS) upgrades, transitioning to a Siemens Design platform for optimal energy control and operational efficiency

Level Crossing Removal Project (LXRP) –TRAX Asset Renewals System Trial

As part of the Victorian Government’s Level Crossing Removal Project, Patrick was appointed Project Manager to lead the trial deployment of the TRAX digital commissioning system during the Pakenham rail occupation a live, high-risk environment involving complex signalling, asset renewals, and strict delivery windows.

While the TRAX platform represented a significant shift from traditional hand written signalling and commissioning records to real-time, mobile-enabled digital tracking, this was not a tech rollout it was a stakeholder interface, alignment, and behavioural change exercise.

A self-proclaimed non-tech enthusiast, Patrick was nonetheless tasked with managing the complex initiative not for his technical or coding skills, but because of his proven ability to align diverse, often siloed stakeholders and drive consensus under pressure. This assignment required. bridging the gap between operational field teams, digital system developers, and a wide spectrum of transport authorities and delivery partners, including:

Client Interface Lead | Sydney Water –Malabar Project

Patrick was engaged as the client-facing Project Manager and Interface Lead for this high-priority advisory assignment, supporting Sydney Water’s planning and decision-making for the future cross-city wastewater transfer between Liverpool and Malabar one of the largest and most complex infrastructure proposals in Sydney Water’s pipeline.

The engagement focused on very technical disciplines such as constructability analysis, first-principles cost estimation, and schedule alignment to assess the feasibility of multiple construction methodologies. Patrick led the delivery team and was the key conduit between technical specialists and Sydney Water’s senior leadership, including direct engagement with the Project Director, program sponsors, and business case owners.

What set Patrick apart on this assignment was his facilitation of critical stakeholder alignment across a complex, high-stakes regulatory and operational environment. He led the constructability options assessment for solution. As a core component of the project, Patrick led a multi-agency stakeholder workshops, bringing together:

  • All interfacing local councils along the proposed alignment
  • The Environmental Protection Authority (EPA)

  • Planning and regulatory representatives
